Medición de la violencia: el índice de incidencia del homicidio

Resumen

This article proposes an Index of Homicidal Incidence (IHI). The purpose of the Index is to present a tool that does not incur in sub- or overestimation of data and, at the same time, lends itself to comparisons and both the construction of the political agenda, and the design and analysis of public policies on security issues, especially those applied by the national level in the local level. For this end, the formal elaboration of the IHI is presented alongside practical examples of its use in the two territorial levels and in comparison to other measures such as the total number of homicides and the rate of homicides per 100,000 inhabitants. A conclusion is brought forth that considers that while the rate of homicides seems irreplaceable as an indicator that permits “horizontal” comparisons between equal levels of government and for time series, the IHI highlights “vertical” relationships between different levels.
